Mr Russell was a driving force in the formation of Norfolk Tourist Attractions Association, Norfolk Tourism and VisitNorwich, and is currently chairman of the Broads Tourism Forum.
Ian Russell said: "Receiving this award has been an overwhelming experience. My key focus over the last 25 years has been to get the public and private sector to work together, share experiences and learn from each other. Together you can achieve so much more.
